An Analysis of Legislative Support Effect for Circular Economy Development in the Context of “Double Carbon” Goal in China

In the requirement of “double carbon” goal, China has confronted lack a driving force for low-carbon transformation socioeconomic development, which requires comprehensive law and strategy support system supporting circular economy. this study, framework associated with multi-level quantitative index legislative economy (MILC) through entropy TOPSIS method was developed. It can not only reflect legal in four areas based on “3R” principle, but also respond to process environmental improvement dynamically. The effect be applied analyzed China’s period from 2009 2022, environment obtained results show that its rule-of-law guarantee are still facing many challenges, such as low systematic degree legalization industrial unmatched system, backward concepts consciousness legalization. Various suggestions according identification importance were obtained, encourage reduction resource consumption carbon view legalization, promote match goal carbon”.
